The lake was built by the local king to serve the people due to limited water supply. The gate that you see in the second picture was built by a commoner (a courtesan). When it was at risk of being torn down by the king, she built a temple on top of the gate. Even the royalty of today will not pass under the gate since it was built by a commoner.
